Message from the Rector

Rector's Forum - 28 July

On Thursday 28th July I will host a Rector's Forum to be held in LT7, Lecture Theatre North, Building 32 from 2.45pm to 4pm.  At my last Forum I discussed the importance of research and its impact on the quality of the education that we provide our  students.  In the next forum, I will give a report  on an overview of the important issues that I see facing the College.  Following that, we will be launching the new Learning and Teaching Website.  I invite all university staff to attend and hope that you will be able to make it.

RESEARCH OFFICE REPORT

Defence Award to ADFA Researchers

The Department of Defence has made a grant of $50,000 to LTGEN John Coates and Professor Peter Dennis for a second edition of the Atlas of Australia's Wars. The first edition, which was part of the 7-volume Australian Centenary History of Defence, jointly edited by Peter Dennis and John Coates, was published by Oxford University Press in 2001, and has become the standard and authoritative atlas of Australian military history. The second edition will enable John Coates to include additional maps on operations in Afghanistan and Iraq , and to refine some maps from the first edition.

UNSW Engineering – ADFA Research Collaboration Initiative

This week we will be taking a look at a project titled “Antenna Development for a GNSS (Global Navigation Satellite System) Receiver” with Dr Greg Milford from the School of Information, Technology and Electrical Engineering (ITEE), UNSW@ADFA and Associate Professor Andrew Dempster from the school of Surveying and Spacial Information Systems (SSIS), UNSW. With the introduction of the European Galileo satellite positioning system and the upgrade of the US GPS system will stimulate a significant expansion of the global market in Location Based Services (LBS). These services will require new equipment to receive the new satellite signals to calculate position information. The development of these GNSS recievers is therfore a high priority for Australian research institutions and industry. This project aims to complement the initiative taken by NICTA and the school of SSIS in developing recondfigurable GNSS software-defined reciever systems by developing a GNSS antenna. This collaborative effort between the Schools of ITEE, ADFA and SISS, UNSW will produce a design process for GNSS antennas, and offers the potential for further collaboration on GNSS reciever design.

In the near future , the market for satellite navigation technology is expected to continue to experience major growth. Recent research inndicates that current global annual revenues from GNSS products and services is about US$20-40 billion, and that this figure is expected too approach US$100 billion by 2008, and over US$250 billion by 2020. Assuming Australia 's share is of the order of a few percent, this implies that the Australian GNSS market is potentially valued at many hundreds of millions of dollars per year in the near future. Some of the expected outcomes of this research is the development of a prototype GNSS antenna that meets the design specifications. The aim is to make this antenna low cost and hence commercialisable. This will then set the way to establish a design process which can be then be repeated to design antennas for other GNSS applications with slightly different specifications. Other outcomes will include further collaboration with ITEE and surveying and SIS as well as a number of publications which we look forward to viewing.

Professor Eugenia C. 'Jennie' Kiesling - Vistiting Fellow Defence Studies Forum

The Defence Studies Forum welcomes Professor Eugenia C. 'Jennie' Kiesling as a visiting fellow for a one-month period commencing Monday 18 July.

Jennie is Professor of History and Novice Men's Crew Coach at the United States Military Academy, West Point and is the author of Arming Against Hitler: France and the Limits of Military Planning and translator and editor of Raoul Castex, Strategic Theories

She is currently working on the Clausewitz chapter of a book on the language of so-called “total” war and on a article for the journal  Historical Reflexions called “Corporal Punishment in the Legion and the Phalanx: Modern Myths and Ancient Realities.”

At West Point she teaches military history, history of military thought, Greek and Roman history, and rowing. She has an office (Room 12) in the Defence Studies building, and would be happy to chat to anyone who wants to chat to her.

WORKSHOP 1: Assessment for Learning

“For most students, assessment requirements literally define the curriculum. Assessment is a potent strategic tool for educators with which to spell out the learning that will be rewarded and to guide students into effective approaches to study.”

How can creative, targeted assessments -- and the feedback that goes with them -- contribute to our students' learning? How can we devise assessments that are not just a measure of what students have already learnt, but are trans/formative? The workshop will investigate ways to 'align' assessment with our teaching and learning objectives. Are we really assessing the process of student learning we want to encourage?

This workshop includes an exploration of student plagiarism; establishing assessment criteria; and self and peer assessment. We will reflect on student plagiarism, look at case studies and discuss ways to minimize it with creative assessment techniques. We will c ons ider the potential for incorporating self and peer review into assessment strategies and design criteria for an assessment task. How effective are the plagiarism-busting systems?

The PSI and Multilateral Attempts to Deal with the North Korea Nuclear Crisis

The PSI and multilateral attempts to deal with the North Korea Nuclear crisis

ABSTRACT:

The PSI (Proliferation Security Initiative), as a US-led coalition operation designed to obstruct weapons proliferation, is especially applicable to North Korea . Though practical measures have been developed to implement the interdiction especially of sea-borne weapons shipments and components, the PSI has yet to be rendered consistent with the international legal regime supporting free navigation of the high seas. Neither has it attracted specific United Nations support. A review of the 1962 Śquarantine¹ of Cuba demonstrates that in the absence of a more restrictive approach towards Pyongyang , and conclusive evidence that North Korean weapons capability poses a current threat to the security of the United States , the appellation ŚCuba-lite¹ is not inappropriate. Further, in the context of multi-lateral diplomacy intended to persuade North Korea to relinquish its nuclear and other weapons programs in exchange for security guarantees, the PSI may be interpreted as pressuring Pyongyang and thus may not be perceived ­ even by PSI coalition partners ­ as consistent with that diplomacy.

Abstract

Around the turn of the century, Robin and Michael embarked on an ambitious program to make a 3 part video series designed for university students studying introductory flight mechanics and aircraft performance. Needless to say Robin and Michael faced a variety of challenges making this series. During a NIDA acting workshop for example, Michael was required to pretend he was a wild animal in front of a group of hard-hatted construction workers. In another scene, Robin was required to relieve himself against a post in front of 200 sheep - an action later condemned at highest levels within the University. Robin and Michael will describe why they embarked on this series and describe how the series was created - from scripting to post production - with plenty of anecdotes along the way.

School of Humanities and Social Sciences Seminar

Professor Jeff Grey, School of Humanities and Social Sciences, will introduce Professor Andrew Lambert, Professor of Naval History at King's College, London who will present a seminar on  The  Politics of Tragedy: The origins  and afterlife of the catastrophic Franklin Arctic mission of 1845-1848 Captain Sir John Franklin (1786-1847), one-time Governor of Tasmania, led two ships and 129 men into the Arctic in an attempt to find the Northwest Passage – they failed, and died.  While the Victorians treated Franklin as a hero, they lied about the mission.

Critical Infrastructure Protection Branch Australian Government Attorney General's Department

Mr Mike Rothery heads the Critical Infrastructure Protection (CIP) Branch of the Attorney-General's Department. The CIP Branch provides policy advice on matters relating to Australian Government initiatives protecting Australia 's critical infrastructure, both physical and electronic. Prior to this, Mike held policy and project management positions in the Attorney-General's Department related to e-security and secure communications.

Mike first joined the Department of Defence in 1984, and his career has included work in counter terrorism policy & training, security investigations and protective security. Mike is a graduate of the University of Adelaide and the University of New England , and has received training at the School of Military Intelligence .

Mike is a panel member of the National Centre for Security Standards of Standards Australia International, and is chair of the Advisory Board of the Research Network for a Secure Australia.

The Lecture will commence at 1.40pm in Lecture Theatre 12 and will conclude at 2.40pm with 15-20 minutes for question time. Afternoon tea will be served immediately after the seminar in the foyer area.
