RESEARCH OFFICE REPORT

Drought Research

Research Office staff know that researchers at UNSW@ADFA are making their mark when we wake up to the dulcet tones of their voices on Radio National at uncivilised hours of the morning. Dr Linda Botterill from the School of Humanities and Social Sciences (H&SS) has certainly gained significant air time lately with research into an area which impacts on all of us living in Australia . (At this stage I'll add that Linda has also featured her research on the 7 O'clock WIN news – but who gets to leave the office by that hour…????)

Large parts of Australia 's arable farmland are currently experiencing drought conditions which are considered to be of once-in-a-generation severity. While recognising that drought is a normal part of Australia 's climate pattern, Australia 's National Drought Policy provides support to farm businesses and farm families when conditions are such that even the best farm manager cannot be expected to cope. On 30 May, the Commonwealth government announced that it was committing a further $250 million to the $1 billion already put aside for drought relief. The nature of this relief has been subject to ongoing public policy debate with issues of concern including the equity of the support on offer, both between farmers in different circumstances and between farm and non-farm businesses.

Linda has been interested in the development of Australian drought policy since the early 1990s – first as a public servant involved in the development of the 1992 National Drought Policy then as an adviser to the Minister for Primary Industries and Energy during the 1990s drought. As an academic, she has pursued research in this area, co-editing two interdisciplinary collections on Australia 's drought policy response: Beyond Drought: People, Policy and Perspectives (CSIRO Publishing: 2003) and From Disaster Response to Risk Management: Australia's National Drought Policy (Springer: 2005). Dr Botterill has written for the Australian , the Australian Financial Review and Weekly Times newspapers on drought policy, as well as participating in interviews and talk back on ABC Radio's Breakfast , Bush Telegraph, Country Hour and National Interest programs.

In recent years, Linda has been involved in researching alternative policy instruments for the delivery of drought relief to address the equity issues raised by the current policy settings. In addition to research on support for drought-affected farm businesses, she also has an ongoing interest in the delivery of welfare support to farm families, and the nature of media and public debate about farm issues.

Disher Cup Regatta - 4 June

On 4 June the annual Disher Cup Regatta will be held between Australian National University, Royal Military College - Duntroon, University of Canberra and the Australian Defence Force Academy. ADFA will host the 2005 Disher Cup Regatta on Lake Burely Griffin from 8.30am to 10.30am. There will be four races on the day. Attendance is compulsory for all ADFA staff, midshipmen, and Officer Cadets. UNSW staff are welcome to attend the regatta.

Staff Development Course - 12 July 2005

On the 12 July, the Staff Development Unit will be holding a course "Focus: Achieving your highest priorities".  The course is for 1 day and will be facilitated by the FranklinCovey Company.  There are also a number of brochures available if you require a more detailed outline of the topics to be covered.  The estimated cost will be around $300 but at this stage, until final numbers are determined, the exact cost is not available. Visiting Associate Professor Don Chaplin

1905-Einstein's Annus Mirabilis. What relevance to ADFA 2005

2005 has been designated the International Year of Physics to mark the centenary of Albert Einstein's miracle year of original thought and productivity. This seminar will briefly review those incredible achievements of 1905 from this most remarkable of intellects. We will then fast forward to the present to appreciate some examples of current technology which directly benefit from what was long considered esoteric physical principles, more suited to dreamers than to the practical world of Earth-bound engineering and technology. Finally, time permitting, some pedagogical ideas for engaging the fertile and active minds of our First and Second Year cadets and midshipmen with a (relative) interest in such technological matters will be advanced, based on over thirty years teaching experience in a Defence Services College environment.

Title: Replication as Technique of Hope: Toward an Anthropology of Financial Economics

Abstract
This paper aims to bring to light a variety of ways in which the utopian content of financial economics has served as a source of hope in the midst of Japan's long economic recession from the early 1990s to the present.
Drawing on ethnographic research among a team of Japanese financial derivatives traders in a major Japanese securities firm completed between
1997 and 2003, the paper chronicles a series of hopeful visions animating individuals' personal and professional choices. It draws attention to the way these traders have sought to extend the technique of replication, one of the most important analytical operations in financial economics, beyond the market. The paper seeks to explore the possibility of extending this analytical operation further as a method for writing a critical history of hope.
