Senior Management Retreat
A group of Senior Managers and Heads of Schools will meet with military counterparts for two days next week. This meeting is held annually to facilitate the continuing development of the close collaborative working relationship between UNSW and the Military component at ADFA. From my experience we now enjoy a closer working relationship than ever before. I would like to thank those on both sides who continue to contribute to cooperative spirit that exists.

'The Global Democratic Revolution' Professor David Lovell
Abstract: In 1972, there were 44 democracies in the world; in 1980 there were 56; and by 2004 there were 119 'electoral democracies', of which 89 were characterised by Freedom House as 'free'. Over the last 30 years, in short, more than 70 countries have become democracies of some kind. This phenomenon has been called the 'third wave' of democratisation. US President George W. Bush has spoken approvingly of a 'global democratic revolution', and many countries and organisations are committed to supporting and extending it. My current research project explores virtually every aspect of this so-called 'revolution', including why democracy has become the only legitimate form of government on the planet, whether liberal democracy as currently practised deserves to be a model of democracy for others, and what sorts of barriers confront the continued extension and consolidation of democracy around the globe. My presentation, however, will focus on the activities that established liberal democracies undertake to promote democracy elsewhere: their justification, implementation, and success. For promoting democracy elsewhere forms a central element of the foreign policies of the United States and the European Union, and is used to justify a wide range of actions, from the creation of electoral systems to election observation, and from the recasting of political and legal institutions to the education of public officials, but including also the controversial 2003 US invasion and subsequent occupation of Iraq.

Even apart from the costs of that military action, billions of dollars every year are spent in this quest for democracy. My presentation will address whether these actions are effectual or misconceived.

Message from Information Communication Technology Services:

Wireless Service

In a collaborative effort between ICTS and Hewlett-Packard (in association with Commander Australia Ltd), a wireless service to the UNSW@ADFA network has been undergoing trials (as a Proof of Concept) since late November 2005. The trials are focused on security, performance and reliability in the Library and the outdoor concessionaire area. The trials will continue until the service meets the requirements of security, performance and reliability before release to the wider UNSW@ADFA community.

Computer Based Training Service

ICTS has established a computer based training service that will provide interactive training packages for staff and students on the campus.

At this stage, the service provides courses on the use of Microsoft XP and the Microsoft Office 2003 suite of software. As new computer based courses become available and are requested by the community, they will be included in the portfolio of interactive training courses.

The service can be accessed using staff terminals located on the campus at: www.unsw.adfa.edu.au/ict/ict_online/cbt.html

Automatic Password Reset Service

ICTS will provide the automatic password reset function to assist users that cannot recall their ADFA password to reset the password themselves instead of contacting the ICTS Service Desk to do the work. This functionality will be included in the Self Help Online service shown at www.unsw.adfa.edu.au/ict/ict_online/index.html

The service and documentation on its use will be available at the ICTS Service Desk by Session 1 2006.

Student Exchange

A French researcher (Alain Yaouanc, e-mail: alain.yaouanc@cea.fr) based at Grenoble has contacted me concerning the possibility of one or both of his daughters spending some time with an English-speaking family during the 2006 European summer. It could be as exchange or otherwise. Julie is 18 and at first year university level, studying maths, physics and chemistry. She stayed in the USA for one month in the summer of 2004. Isabelle is 16 years old. She is in an applied art section before the university level and has never practiced English in a real situation. Both of them went to Russia for about two weeks last year. In addition to English, they learn Russian. They are quite serious girls and are used to travel. If you are interested in helping out or arranging an exchange, feel free to contact Alain directly or give Glen Stewart, School of PEMS a call (6268 8770, g.stewart@adfa.edu.au).
