Dr Neil Westphalen graduated from the University of Adelaide in 1985, and joined the Royal Australian Navy in 1987. His postgraduate qualifications include Fellowships of the Royal Australian College of General Practitioners (RACGP), the Australasian Faculty of Occupational and Environmental Medicine (AFOEM), and the Australasian College of Aerospace Medicine (ACAsM), as well as a Diploma of Aviation Medicine and a Master of Public Health. He is also a Navy Staff College graduate.

His seagoing service includes Swan, Stalwart, Success, Sydney, Perth and Choules, with deployments including DAMASK VII, RIMPAC 96, TANAGER, RELEX II, GEMSBOK, TALISMAN SABRE 07 and RENDERSAFE 14. His clinical roles ashore include Cerberus and Penguin, followed by Senior Medical Officer roles at Kuttabul, Albatross, Stirling and the Submarine and Underwater Medicine Unit—West.

His staff positions include Director Health at the then Headquarters Australian Theatre (now Joint Operations Command), Director Navy Occupational and Environmental Health, Director of Navy Health, Staff Officer Grade 1 Medical Employment Classification Advisory and Review Services, and Fleet Medical Officer.

Since transferring to the Reserve in 2016, Commander Westphalen has performed staff roles for Exercise KAKADU 16, the Director General Navy Safety and Environment Policy Coordination, and the Navy Personnel Career Management Agency, as well as an ongoing clinical role as a Duty Fleet Medical Officer. He was also a member of the AFOEM Policy and Advocacy Committee from 2016 to 2020.

He was accepted as a PhD candidate at UNSW Canberra in March 2020; his topic “A History of RAN Medicine 1900-1975”.
