Barbara Kelly, Consultant to MCP
Barbara Kelly BA, Dip Ed. (University of Tasmania) acts as consultant to the MCP. Together with Fiona Cotton (Lecturer in English Communication in the School of Language, Literature and Communication at University College at ADFA), Barbara wrote the Military Communication curriculum. Previously, she has been Head of Department, English for Special Purposes, at the Canberra Institute of Technology. She has been responsible for developing, organising, managing and conducting a wide range of communication and literacy courses. These have addressed the needs of a wide variety of learners ranging from students with limited education and poor literacy skills to highly-educated, professional migrants.
Barbara’s twenty years experience in curriculum and syllabus design, and competency- based training and assessment includes the first articulated ESL curriculum in the Australian Migrant Enducation Program and a six-tier curriculum for overseas students. She has materials development expertise, particularly in relation to multi-media, self-access materials for Individual Learning Centres and computing and language laboratories.
Barbara conducted a six-month investigation of the language and literacy needs of building and construction workers in the ACT funded by the ACT Building and Construction Industry Training Council. The outcomes of this project included an assessment of the language and literacy levels of constructions workers, a training plan and the production of self-access training material. She has also working in Indonesial including preparing a ‘Quality Assessment of Jakarta-Based Providers of English for Academic Purposes’ on behalf of AusAID.
She desined, developed and administered assessment tasks for the National Language, Literacy and Numeracy Program (DETYA) in the ACT, the Australian Second Language Proficiency Rating at Griffith University, and assisted the NSW AMES with benchmarking and competency based assessment tools for the Certificate in Spoken and Written English, a nationally accredited curriculum framework.
Mike Boyle
Mike Boyle until recently a Brigadier in the ADF, a senior planner and policy officer in Defence, and from 1994 to 1996, Deputy Director of Studies at the Australian College of Defence and Strategic Studies, Weston Creek. He was the principal military consultant during the design and development phases of the program, advising on military content and service writing requirements.
Tanuj Rastogi
Tanuj Rastogi is an information technology and multi media specialist with University College. His duties include the development of effective WebCT support and the creation and presentation of instruction and information based material. With his assistance, appropriate training packages utilising computer technology are developed to support the delivery of the Military Communication program.
Christopher Dawkins
Christopher Dawkins as Military and Strategic Studies Librarian in the Library of University College, is involved in the development of on-line research and reference materials for the Military Communication training package. He has postgraduate qualifications in Defence Studies and extensive experience in the design of workshops on information research techniques, including for international students not having English as their first language.
