Aurelia George Mulgan

Professor Aurelia George Mulgan is a Professor (Conjoint) in the School of Humanities and Social Sciences, University of New South Wales, Canberra.

Professional Background

Professor Aurelia George Mulgan graduated BA Auckland University, BA Hons and MA Victoria University of Wellington, New Zealand. After graduate studies as a Monbusho Scholar at Osaka University of Foreign Studies and Tokyo University, she completed a PhD at the ANU in Japanese politics. Prior to joining the University of New South Wales in 1985, she was a Research Fellow in the Australia-Japan Research Centre at the ANU. In 1990 she was awarded the J.G. Crawford Award at the ANU for outstanding work on Japanese political economy, in 2001 an Ohira Memorial Prize for her book on Japanese agricultural politics, and in 2010 the Toshiba Prize for the best article published in the British Association of Japanese Studies journal Japan Forum.

In 1989-90, Professor George Mulgan held a Japan Foundation Fellowship for the study of US-Japan relations, in 1993, an Advanced Research Fellowship at Harvard University's Program on U.S.-Japan Relations, and in 1994-95 an Abe Fellowship for work on Japan and international peacekeeping. She has held visiting research or teaching positions at the Research Institute for Peace and Security in Tokyo, the Nissan Institute of Japanese Studies at the University of Oxford, Nanzan University, the University of Tsukuba and the Australian National University. In 2002 she was a Senior Fellow in the Research School of Pacific and Asian Studies, ANU and in 2005, a Harold White Fellow at the National Library of Australia. In 2005, 2010 and 2014 she was awarded three-year Australian Research Council Discovery Project grants for work on Japanese political economy including the geopolitical and security implications of trade agreements.

Professor George Mulgan has taught extensively on Japanese politics and Northeast Asian security issues, and published on many aspects of Japanese politics, political economy, and foreign and defence policies.

Professor George Mulgan is the author of seven single-authored works including The Abe Administration and the Rise of the Prime Ministerial Executive (Routledge 2017), Ozawa Ichiro and Japanese Politics: Old Versus New (Routledge 2014), Power and Pork: A Japanese Political Life (ANU Press 2006), Japan's Failed Revolution: Koizumi and the Politics of Economic Reform (ANU Press 2002) and Japan's Interventionist State: MAFF and the Agricultural Policy Regime (Routledge/Curzon 2005). She is also joint editor with Masayoshi Honma of The Political Economy of Japanese Trade Policy, (Palgrave Macmillan Critical Studies in Asia series, 2015).

Professor George Mulgan’s articles have appeared in journals such as Foreign Affairs, World Policy Journal, The Washington Quarterly, Government and Opposition, Current History, Political Studies, Australian Journal of Political Science, The Pacific Review, Asian Survey, Pacific Affairs, Pacifica Review, Journal of Japanese Studies, Asia-Pacific Review, Journal of Northeast Asian Studies, and Australian Journal of International Affairs.

Service to Government

Professor George Mulgan has written a number of reports and submissions for government including the Australian Commonwealth Parliament Legislative Research Service, and acted as a consultant to Japan's Ministry of Agriculture, Forestry and Fisheries, the Norinchukin Bank, the Research Institute for Economy, Trade and Industry (RIETI) and the Japan External Trade Organization (JETRO).
